The Dust Bowl Now
Thank you all so much for your responses and input.
The way the Dust Bowl situation stands as of now is still up in the air. Over the years the city has already spent tens of thousands of your tax dollars already on different studies from companies coming in and giving their thoughts on what to do with the Dust Bowl, Veterans Center and park.
The most recent study came up with 3 options for the city.
1. Restore Dust Bowl to a functioning theater.
Cost to City (Taxpayers)= $5.2 million
This does not include things that would make the theater operational ($60,000.00 for a single projector).
2. Stabilize building and add a new roof
Cost to City (Taxpayers)= $1.1 million
This does not include any interior work to make the building functional.
3. Restore the building to a shell to be used for anything.
Cost to City (Taxpayers)= $2.5 million
4. Knock down the Dust Bowl.
Cost to City (Taxpayers)= $200,000.00
* The alternative option would be to use private investment and turn Dust Bowl into a business/entertainment center while preserving the Dust Bowl. Please read below (The Dust Bowl Future).⬇⬇⬇⬇
This could either include tearing down the Veteran’s Center along with the Dust Bowl or keeping the Veteran’s Center that shares a wall with the Dust Bowl.

The Dust Bowl Future
Micah Powell, Eloy's Mayor, who was one of the biggest advocates of building businesses in the Dust Bowl parcel, has recently been mentioning on numerous occasions that he would like to make it into a park.
The city offered Development Teams to come to Eloy and bid on buying the Dust Bowl and develop the Dust Bowl and surrounding land as they so choose. The “Request for Information” (RFI) by the City called for the area to be turned into a positive catalyst for surrounding properties, all with the intent of adding to Eloy’s downtown population and workforce and resulting sales tax revenues. The request was mainly based on the presentation prepared by AZ Health Supply, presented by Chad Dexter and Schwann Hanns.
That bid process closed on June 17th, 2021 2:00 PM and at this time the results are unknown to us. https://www.eloyaz.gov/bids.aspx?bidID=53
The option that the City is not advertising was on 3/1/2021 two gentlemen presented the Dust Bowl Entertainment District Project to City Council. This proposition was for them to take over the Dust Bowl and surrounding land and turn the area into an Entertainment District.
This would be at a ZERO cost to the city or taxpayers. This plan would keep the Dust Bowl building turning it into a meeting area, retail shops, and a food court. Whatever was left inside of the Dust Bowl would be repurposed and used in the remodeled building such as the theater chairs and theater stage. This can be read on PinalCentral.com.
The best part is the people of Eloy would be first to be able to open their business in the remodeled DB and it would cost them close to nothing. Even if they wanted to try a business idea out they would be able to do it for little or no cost to them.
