ที่ประชุมคณะรัฐมนตรีมีมติเห็นชอบในหลักการมาตรการส่งเสริมการจ้างผลิตคอนเทนต์ของต่างชาติ ตามที่กระทรวงวัฒนธรรม (วธ.) เสนอ
โดยมาตรการส่งเสริมการจ้างผลิตดิจิทัลคอนเทนต์ของต่างชาติ สรุปสาระสำคัญได้ ดังนี้
(1) วัตถุประสงค์ เพื่อส่งเสริมการผลิต ยกระดับมาตรฐานและคุณภาพของอุตสาหกรรมดิจิทัลคอนเทนต์ไทย ส่งเสริม ศักยภาพและความสามารถในการแข่งขันของผู้ประกอบการไทยในระดับนานาชาติ ส่งเสริมการจ้างแรงงานไทย พัฒนาทักษะและแลกเปลี่ยนองค์ความรู้ รวมถึงรวบรวมและจัดทำฐานข้อมูล ค่าใช้จ่ายเพื่อกำหนดนโยบายส่งเสริมอุตสาหกรรมต่อไป
(2) ผู้มีสิทธิได้รับสิทธิประโยชน์ คือ บริษัทต่างชาติที่มีสัญญาจ้างบริษัทไทยวงเงินตั้งแต่ 5 ล้านบาทขึ้นไปต่อสัญญา และมอบหมายให้ผู้ประกอบการไทยเป็นผู้ยื่นคำขอรับสิทธิประโยชน์แทน โดยผู้ประกอบการไทยที่เป็นผู้รับจ้าง ต้องเป็นนิติบุคคลด้านแอนิเมชัน วิชวลเอฟเฟกต์ หรือ Post-Production มีผู้ถือหุ้นและกรรมการ กึ่งหนึ่งเป็นคนไทย เปิดกิจการไม่น้อยกว่า 2 ปี มีค่าใช้จ่ายจ้างพนักงานไทยไม่น้อยกว่าร้อยละ 80 และมีสำนักงานตั้งอยู่ในประเทศไทย
(3) สิทธิประโยชน์ที่ได้รับ คือ เงินสนับสนุนร้อยละ 20 ของค่าจ้างตามสัญญา
นี่จะเป็นก้าวสำคัญของอุตสาหกรรม Animation VFX CG และ Post Production ของไทย รายละเอียกต่างๆ ทางสมาคมฯ จะนำมาเสนอต่อไปนะครับ

The Cabinet approved, in principle, the measures to promote foreign outsourcing of content production, as proposed by the Ministry of Culture.
The key elements of the Foreign Digital Content Production Outsourcing Promotion Measures can be summarized as follows:
(1) Objectives
To promote and enhance the production, standards, and quality of Thailand’s digital content industry; strengthen the capabilities and international competitiveness of Thai companies; encourage the employment of Thai workers; support skills development and knowledge exchange; and compile cost-related data to inform future industrial policies.
(2) Eligible Applicants
Foreign companies that sign a production contract with a Thai company valued at no less than 5 million baht per contract, with the Thai company acting as the applicant on their behalf.
The Thai contractor must be a registered legal entity operating in animation, visual effects (VFX), or post-production, with at least half of its shareholders and directors being Thai nationals, in operation for no fewer than two years, with at least 80% of its payroll expenses paid to Thai employees, and with an office located in Thailand.
(3) Benefits
A financial incentive equal to 20% of the contracted production value.
This marks a significant milestone for Thailand’s Animation, VFX, CG, and Post-Production industries. The Association will provide further details when available.
