Tra le montagne che separano il Vicentino dalla Valsugana c'è un dettaglio che racconta bene la storia di Tecnica Tre. Non è un brevetto né una grande commessa internazionale, ma un container scaricato a mano nel garage di casa. Era il 1997 e i fratelli Cristian e Denis Scotton, che avevano fondato l'azienda appena un anno prima, stavano ancora costruendo il proprio spazio nel mercato dell'acciaio inox. Quel primo carico importato dall'estero conservava l'impronta delle imprese artigianali, ma conteneva già l'idea destinata a guidarne lo sviluppo: affiancare alla produzione una forte vocazione commerciale e logistica, trasformando la disponibilità immediata dei componenti in un vantaggio industriale.

𝗡𝗲𝘄 𝗘𝗨 𝗧𝗮𝗿𝗶𝗳𝗳 𝗥𝗮𝘁𝗲 𝗤𝘂𝗼𝘁𝗮𝘀: 𝗦𝗶𝗴𝗻𝗶𝗳𝗶𝗰𝗮𝗻𝘁 𝗥𝗲𝗱𝘂𝗰𝘁𝗶𝗼𝗻 𝗶𝗻 𝗗𝘂𝘁𝘆-𝗙𝗿𝗲𝗲 𝗤𝘂𝗼𝘁𝗮𝘀 𝗮𝗻𝗱 𝗜𝗺𝗽𝗮𝗰𝘁 𝗼𝗻 𝘁𝗵𝗲 𝗦𝘁𝗲𝗲𝗹 𝗧𝘂𝗯𝗲 𝗠𝗮𝗿𝗸𝗲𝘁

On 1 July 2026, the new Regulation (EU) No. 2026/1384 entered into force, introducing a major revision of the European tariff rate quota (TRQ) system for a wide range of steel products. The final country-specific quota allocations, published by the European Commission only on 30 June 2026, confirm a substantial reduction in duty-free quotas for key exporting countries, including India, China, Taiwan, Türkiye and other strategic markets.

The most significant impact concerns the welded tube sector. Based on import volumes recorded over the past two years, the newly available quotas are expected to be fully exhausted within just a few days of the opening of each quarterly allocation period. Once the quotas have been exhausted, subsequent imports will be subject to the 50% safeguard duty, with inevitable consequences for procurement costs.

A similar situation affects seamless tubes. In particular, Indian producers, which already faced limited quota availability under the previous system, are now confronted with an even greater reduction in duty-free quotas, leaving only negligible volumes available. As a result, sourcing seamless tubes from outside the European Union without incurring additional safeguard duties will become increasingly challenging.

The implementation of the new system has also been affected by the late publication of the operational rules, issued only a few hours before the beginning of the new quota period. This has created considerable uncertainty and operational difficulties for market participants. Furthermore, the European Commission introduced emergency measures to temporarily suspend the allocation of tariff rate quotas during the first hours of application, adding further uncertainty for importers, distributors and end users.

In this evolving regulatory environment, Tecnica Tre continues to closely monitor legislative developments and the utilisation of tariff rate quotas, providing customers with timely information and practical support in planning their procurement strategies. In an increasingly dynamic market shaped by frequent regulatory changes, access to reliable and up-to-date information is essential for making informed purchasing decisions.

In quest'ottica, l'azienda è lieta di condividere la partecipazione al podcast dedicato all'applicazione dell'Intelligenza Artificiale nei processi aziendali.

Permettendo al personale di concentrarsi su attività a maggior valore aggiunto e sul supporto diretto ai clienti.

𝗔𝗴𝗴𝗶𝗼𝗿𝗻𝗮𝗺𝗲𝗻𝘁𝗼 𝘀𝘂𝗹𝗹𝗲 𝗻𝘂𝗼𝘃𝗲 𝗰𝗹𝗮𝘂𝘀𝗼𝗹𝗲 𝗱𝗶 𝘀𝗮𝗹𝘃𝗮𝗴𝘂𝗮𝗿𝗱𝗶𝗮 – 𝗠𝗲𝘁𝗮𝗹 𝗮𝗻𝗱 𝗣𝗼𝘂𝗿

Tecnica Tre continua a monitorare con attenzione l'evoluzione della normativa europea che interessa il settore siderurgico.

L'8 giugno il Consiglio Europeo ha approvato il nuovo regolamento sulle misure di salvaguardia, già adottato in prima lettura dal Parlamento Europeo il 19 maggio. Si attende ora la pubblicazione nella Gazzetta Ufficiale dell'Unione Europea, che renderà definitive le nuove disposizioni.

Permane tuttavia incertezza sulla ripartizione dei contingenti tariffari per Paese, poiché ad oggi non è stato ancora pubblicato alcun documento ufficiale, nemmeno in bozza.

Tra gli aspetti più rilevanti vi è la conferma che, almeno fino al 30 giugno 2028, il riferimento per l'assegnazione dei contingenti tariffari continuerà ad essere il Paese di produzione del prodotto finito e non il Paese di fusione e colata dell'acciaio. Solo successivamente la Commissione Europea potrà valutare un eventuale cambio di criterio.

Il regolamento prevede inoltre che, durante il primo anno di applicazione, le quote non utilizzate vengano automaticamente trasferite al trimestre successivo. Negli anni seguenti sarà invece la Commissione Europea a decidere di volta in volta le modalità di gestione delle quote residue.

Restano soggetti alle misure di salvaguardia tutti i Paesi extra UE, ad eccezione di Islanda, Liechtenstein e Norvegia. Sebbene il regolamento preveda la possibilità di ulteriori esclusioni in futuro, al momento non sono previste deroghe aggiuntive.

Dal 1° ottobre 2026 entrerà inoltre in vigore l'obbligo di fornire informazioni sull'origine della materia prima utilizzata nella produzione dei prodotti siderurgici importati. In questa prima fase la raccolta dei dati avrà finalità esclusivamente statistiche, mentre entro agosto 2026 sono attese le linee guida operative da parte della Commissione Europea.

Tecnica Tre continuerà a seguire gli sviluppi normativi per fornire ai propri clienti e partner aggiornamenti tempestivi e informazioni utili per una corretta pianificazione delle attività.

Tecnica Tre continues to closely monitor the evolution of European regulations affecting the steel industry.

On June 8, the European Council approved the new safeguard regulation, which had already been adopted in its first reading by the European Parliament on May 19. The publication in the Official Journal of the European Union is now expected in the coming days, making the new provisions officially effective.

However, uncertainty remains regarding the allocation of country-specific tariff quotas, as no official document has yet been released, not even in draft form.

One of the most relevant aspects for importers, distributors and steel product users is the confirmation that, at least until June 30, 2028, the country of production of the finished product will continue to be the reference criterion for tariff quota allocation purposes. Only after that date may the European Commission evaluate the possible adoption of the melt and pour country as the relevant criterion.

The regulation also states that, during its first year of application, any unused quotas will automatically be carried over to the following quarter. In subsequent years, the European Commission will decide on a case-by-case basis whether unused quotas can be transferred.

For the time being, safeguard measures will continue to apply to all non-EU countries, with the sole exception of products originating from Iceland, Liechtenstein and Norway. Although the regulation allows the European Commission to introduce additional exemptions in the future, no further exclusions are currently foreseen.

Starting from October 1, 2026, importers will also be required to provide information regarding the origin of the raw material used in the production of imported steel products. At this stage, data collection will be for statistical purposes only, while official operational guidelines are expected to be issued by the European Commission by August 2026.

Tecnica Tre sta seguendo con attenzione gli sviluppi in merito alle nuove regole di salvaguardia che l'Unione Europea adotterà dal 1 luglio 2026.

Dalle ultime bozze circolanti, la Commissione ha apportato delle importanti variazioni rispetto alle precedenti versioni.

In particolare, viene rimandata di 2 anni l'entrata in vigore dell'articolo che individua come paese d'origine quello di "fusione e colata" dell'acciaio/ferro.

Permane la volontà di ridurre del 47% i contingenti e di aumentare dal 25% attuale al 50% la quota.

La Commissione, nel nuovo testo, ha inoltre introdotto un articolo che permetterebbe al regolamento di prevalere su accordi di libero scambio attualmente in vigore tra l'UE ed alcuni paesi extra CEE. Questo potrebbe comportare l'aumento dei paesi soggetti alle clausole di salvaguardia rispetto a quelli attualmente presenti.

Tecnica Tre, in costante contatto con le istituzioni competenti, monitorerà i processi con l'attenzione che meritano fino alla loro definitiva entrata in vigore.

Tecnica Tre is closely monitoring developments regarding the new safeguard measures that the European Union will adopt starting from July 1, 2026.

According to the latest draft versions in circulation, the Commission has introduced significant changes compared to previous versions.

In particular, the entry into force of the article identifying the country of origin as that of “melting and pouring” of steel/iron has been postponed by two years.

The intention to reduce quotas by 47% remains, along with increasing the quota from the current 25% to 50%.

In the new text, the Commission has also introduced an article that would allow the regulation to prevail over existing free trade agreements between the EU and certain non-EU countries. This could result in an increase in the number of countries subject to safeguard measures compared to those currently listed.

Tecnica Tre, in constant contact with the relevant institutions, will continue to monitor these developments with the attention they deserve until their final implementation.
