For anyone wondering why I requested an independent investigation into Clerk-Treasurer Stefani Bowden, this did not start in September 2026.

These are formal filings I submitted to the Town almost a year earlier, including a stamped statement concerning improper conduct and unnotified police involvement, followed by a formal complaint regarding Stefani Bowden’s conduct.

I continued trying to raise these concerns through the proper channels. Over the months that followed, I obtained additional Town records, reviewed the evidence, corrected and narrowed some of my earlier conclusions where necessary, and ultimately submitted a detailed request for an independent investigation supported by 27 exhibits.

On September 23, Mayor Poch acknowledged that the Town had received that complete packet and then stated publicly that the Town would not conduct an independent investigation.

I am sharing these earlier filings again simply to show the history.

My request for an independent investigation did not come out of nowhere. I have been formally raising these concerns with the Town for nearly a year.

Transparency has become very personal to me over the last year. My battle over Village Cinema has involved trying to get answers, requesting records, asking for mediation, writing letters, attending meetings, and continuing to ask questions even when those questions go unanswered.

At the September 9 council meeting, when I tried to read a letter during public input, Mayor Bob Poch stopped me and said, “We don’t have you on the agenda.” I said, “It’s public input.” His response was, “Yeah. Which we don’t have to take.” When I pointed out that the public wouldn’t hear what I had written, he said, “They can pick up a copy of it right here if they want. They can read it.”

That exchange says a lot about what this process has felt like. Complaints go unanswered. Requests go unanswered. My request for an independent investigation into Clerk-Treasurer Stefani Bowden has not been acted on. At times it has felt as though if I’m ignored long enough, eventually I’ll stop asking questions and go away.

I haven't. And I'm not going away anytime soon.

I keep records. I save the emails. I attend the meetings. I keep track of what is said and what is done, and I continue asking questions. I’m sure that isn’t always appreciated, especially when I share those records publicly, but transparency doesn’t mean much if nobody is willing to keep asking for it.

In 2019, when Bob Poch became mayor of Coulee Dam, he told The Star that his goals for the town included “transparency in government” and “re-establishing better rapport with Elmer City.”

Seven years later, Coulee Dam and Elmer City are still in an active court dispute over sewer service. In January, The Star reported that Elmer City was working on an appeal after a court ruling increased what it must pay Coulee Dam. In February, Elmer City changed its utility rates in response to those increased sewer costs. And on September 16, the Elmer City Council was discussing additional sewer-rate increases to cover mounting attorney fees from the continuing dispute with Coulee Dam.

Seven years later, that is where things stand.

One year ago today my little brother Desmond, his wife Sarah and my sister Jennifer visited. It was his last visit up here. It was really a peak moment and happy day for me. He was really proud of what we did with Village Cinema. He wanted a private screening of Blazing Saddles. 😂👍 He got it.

He took the journey on December 31, 2025 He donated his remains to science to research epilepsy and cancer. ♋️

A little more wonderful news. Our Slush Puppie machine has found a new, perfect forever home with Colleen Leskinen at her daycare. The kids there will be able to enjoy Slush Puppies for a long, long time to come, and it makes me happy knowing it will keep creating smiles and happiness every day.
